Officer Madhukar Zende, as reported by Mint had once said "I never fired a bullet in my entire career". He added, "Policing is about presence, not force." Zende's name became extremely popular after he successfully arrested Charles Sobhraj, the notorious conman and serial killer who was also referred to as the 'Bikini Killer' or 'The Serpent'. Years ago, in 1971, he had arrested Sobhraj for the first time, following days of surveillance at the Taj Hotel. In 1986, he was arrested for the second time in Goa. Even though Sobhraj escaped from Tihar Jail, Zende was successful in tracing him. According to reports, Zende approached the fugitive in a Panaji restaurant and said, "Hello, Charles. How are you?" His other popular cases included - fighting Mumbai's criminal underworld in the 1980s and 90s. He was also instrumental in tackling Haji Mastan, Karim Lala, and Tiger Memon.
